    One of my former employers had a similar strategy - hire at short term contracts (sometimes as little as 3 months, but generally 12 months) then let you go. Rehire you for another 12 month contract, but only after a 3 month layoff, so that you still qualified as a Step 1 salary. After you had been employed for 24 months consecutively (which you can see rarely happened) you qualified as full-time, non-contract staff. Seems like a lot to maintain, but they managed, to the tune of 1200 employees. I won't call them by name; I'll just say "tote bag."
